A Bill of Quantities (BOQ) is a priced, itemized document used primarily in tendering and contract administration. It lists every measurable component of a scope of work — quantity, unit, rate, and amount — broken into standard sections, and it's the document contractors price against when submitting a competitive bid. A Bill of Materials (BOM), by contrast, is a manufacturing and procurement document: a structured list of every raw material, sub-assembly, component and part required to build a specific product or assembly, typically without pricing at all, or with pricing that's purely for internal procurement planning rather than competitive bidding.

Both documents answer "what's needed," but they answer it for entirely different audiences and entirely different purposes. Confusing the two on a real project — treating a BOM as if it were a priced tender document, or vice versa — is one of the more common and costly mistakes we see among newer estimators and project coordinators.

A BOQ exists to make competitive bidding possible. When an owner or general contractor issues a tender, every bidder needs to price the identical scope of work, using the same units and the same level of detail, so the bids that come back can be compared apples-to-apples. The BOQ is the mechanism that enforces that consistency — it's read by estimators, quantity surveyors, and the owner's procurement or project management team.

A BOM exists to support fabrication and manufacturing. It's read by shop floor staff, purchasing departments, and fabrication planners who need an exact parts list to cut steel, order hardware, or assemble a component. A steel fabricator building a set of moment connections, for example, needs a BOM listing every individual plate, bolt, and weld consumable required for that specific connection detail — not a priced BOQ line describing the connection as a single lump-sum item.

This difference in audience also shows up in who owns and maintains each document over the life of a project. The BOQ, once a contract is signed, becomes a relatively static reference point — it's amended only through formally issued change orders, and its section totals anchor the schedule of values used for monthly payment applications. The BOM, by contrast, is a living, working document inside the fabricator's own systems, revised as shop drawings go through review cycles, as connection details get finalized, and as material substitutions get approved. Expecting a BOM to behave like a fixed contract reference, or expecting a BOQ to update every time a shop drawing is revised, misunderstands what each document is actually built to do.

A Structural Steel Example

Consider a single BOQ line item: "Supply of vertical bracing members — HSS/wide-flange sections, 35.30 tons, at $3,800.00 per ton." That's exactly what a bidder needs to price the scope and exactly what an owner needs to compare bids.

The corresponding BOM for that same bracing package would break down into dozens of individual lines: each HSS section by exact length and designation, every gusset plate by size and thickness, every A325 bolt by diameter and grade, and every weld consumable by type and quantity. A fabricator building those braces from shop drawings needs that BOM-level detail to cut material correctly and order hardware in the right quantities — but no bidder wants to price 200 individual bolt-and-plate line items during a competitive tender. The BOQ abstracts the BOM into something biddable; the BOM operationalizes the BOQ into something buildable.

Notice, too, that the BOQ line item states a rate the bidder controls and stands behind ($3,800.00 per ton), while the BOM has no equivalent single rate at all — its value only becomes meaningful once every individual line is priced against current supplier quotes and summed. That's a structural, not incidental, difference: a BOQ is built to be priced as a whole; a BOM is priced, if at all, piece by piece.

When You Need Which

Use a BOQ When...

You're issuing a tender, comparing competitive bids, negotiating a contract value, or tracking progress payments against a signed contract sum.

Use a BOM When...

You're planning shop fabrication, ordering raw material and hardware from suppliers, or managing inventory and cut-lists on the shop floor.

Use Both When...

A fabricator wins a bid priced from the BOQ, then needs to generate a detailed BOM internally to actually execute the fabrication — this handoff from BOQ to BOM is standard practice on any structural steel contract.

Neither Replaces the Other

A BOM can never substitute for a BOQ in a competitive tender (bidders can't compare 200-line parts lists efficiently), and a BOQ can never substitute for a BOM on the shop floor (it's not detailed enough to cut steel from).

Managing the BOQ-to-BOM Handoff

On a real structural steel contract, the BOQ and the BOM aren't two independent documents living in separate silos — they're sequential stages of the same scope of work, and the handoff between them is a moment worth managing deliberately rather than leaving informal. Once a fabricator is awarded a contract based on a priced BOQ, their detailing department begins generating shop drawings, and from those shop drawings, the BOM. This is where quantities get refined from the estimator's take-off-level tonnage into exact, piece-by-piece fabrication counts — and it's also where genuine quantity variance between the original BOQ and the as-detailed BOM first becomes visible.

A disciplined handoff protocol treats any material variance between the awarded BOQ tonnage and the shop-drawing-derived BOM tonnage as a flagged, documented event, not a silent adjustment. If the BOM comes in meaningfully heavier than the BOQ (a common outcome once connection design, continuity plates, and miscellaneous steel are fully detailed), that variance needs to be reconciled against the contract's quantity-variance provisions before it becomes a dispute at final account. Conversely, if the BOM comes in lighter, an owner or GC watching for this proactively rather than reactively catches value they might otherwise have paid for at the original estimated tonnage. Building this reconciliation step into the project's standard workflow — rather than only discovering the variance at close-out — is one of the more overlooked disciplines in structural steel contract administration.

The confusion usually stems from both documents being spreadsheets with similar-looking columns — description, quantity, and sometimes a cost figure. But the moment you ask "who reads this, and what decision does it drive," the distinction becomes obvious. A BOQ drives a pricing and contracting decision; a BOM drives a procurement and fabrication decision. Teams that keep this distinction sharp avoid a specific, recurring failure mode: someone hands a supplier's detailed parts list to a bidder expecting a competitive quote, and gets back either a wildly inflated number (because pricing 200 line items individually adds administrative overhead the bidder passes through) or an incomplete one (because a parts list rarely states the labor, equipment, and overhead scope a priced BOQ line implicitly includes).

The safest habit for anyone moving between design, estimating, and fabrication teams is to name the document explicitly in every handoff email or transmittal — "attached is the priced BOQ for tender" versus "attached is the fabrication BOM for shop release" — rather than calling both "the spreadsheet" or "the schedule." That small labeling discipline prevents the single most common and costly mix-up: a subcontractor pricing from what they assumed was a complete BOQ, when it was actually an internal BOM never intended for competitive bidding, or an owner's rep trying to verify fabrication progress against a BOQ that was never structured with the piece-level granularity a BOM provides.
