Step 1: Start From Complete Drawings
A BOQ is only as accurate as the drawings it’s measured from. Use consistent measurement rules across the whole document (net vs. gross area, whether openings are deducted from wall area, how waste factors are applied) and note those rules explicitly so anyone reviewing the BOQ later understands exactly what’s included in each number.

Step 4: Assign Units & Structure Items
Every item needs a clear, standard unit of measurement — square feet for flooring and roofing, linear feet for piping and conduit, cubic yards for concrete, each (EA) for doors and fixtures, tons or pounds for structural steel. Using inconsistent or ambiguous units (mixing square feet and square yards within the same division, for instance) is one of the fastest ways to introduce pricing errors once rates are applied.
Structure each line item with a clear description that a subcontractor could price without needing to reference the drawings separately — specification, size, and any relevant detail reference. A vague description like “doors, various” forces every bidder to make their own assumptions, which defeats the entire purpose of a standardized BOQ.
Step 5: Price Each Item With Real Rates
Apply unit rates built from real, current supplier and subcontractor pricing rather than outdated benchmark figures — material cost, labor productivity, and equipment time, rolled into a defensible per-unit rate for each item. Keep a separate rate analysis reference showing how each rate was built, so pricing can be explained and defended during bid review rather than treated as a black box.

Before issuing the BOQ, cross-check quantities against the drawings a second time, ideally by someone other than whoever performed the original measurement — a second set of eyes catches transposed numbers and double-counted items far more reliably than the original preparer re-checking their own work. Confirm every division from your Step 2 checklist has actual content, and that summary totals correctly roll up from the detailed items beneath them.
