The same BOQ can be contracted two very different ways. Here's how unit price and lump sum structures actually differ in practice, and which one protects which party when quantities shift.

How Each Structure Works

In a unit price contract, the contractor's BOQ rates stay fixed, but the final payment is based on quantities actually measured and installed at the site — if the as-built tonnage of primary beams comes in 8% higher than the tendered estimate, the contractor is paid for the actual 8% higher quantity at the same unit rate. In a lump sum contract, the contractor commits to a single fixed total price for the entire defined scope regardless of how actual quantities compare to the original estimate, provided the scope itself doesn't change.

Both structures typically use the same underlying BOQ during tender — the difference is what happens to payment after award, when as-built quantities inevitably differ somewhat from the original take-off.

It's worth being precise about what "scope" means in this context, because it's the concept that determines who owns quantity risk under each structure. A change in quantity within the originally defined scope (e.g. the same connection detail simply requiring more bolts once fully engineered) is treated very differently from a change in scope itself (e.g. the owner adding an entire additional floor of framing). The former is quantity risk, allocated per the contract structure described above; the latter is a change order regardless of which payment structure governs the base contract.

If actual steel tonnage runs over the estimated quantity, the owner pays more, dollar-for-dollar, at the contracted rate — the contractor is protected from the drawings being less complete than assumed at bid time.

Lump Sum: Contractor Bears Quantity Risk

If actual tonnage runs over, the contractor absorbs the difference at their own cost, provided it wasn't caused by an owner-directed scope change — the contractor is exposed to their own take-off accuracy.

Unit Price: Rate Risk Stays With Contractor

Contractors still bear risk on their unit rates themselves (material price swings, labor productivity) — only the quantity risk shifts to the owner.

Lump Sum: Contractor Absorbs Both Risks

A lump sum contractor is exposed to both rate risk and quantity risk, which is typically reflected in a higher contingency built into the bid price.

Which Fits Structural Steel Better

Structural steel sits in an interesting middle ground. Once shop drawings are fully coordinated and IFC drawings are truly final, tonnage can be measured with high confidence, making lump sum workable and common. But on fast-track projects where structural steel procurement starts before all connection details and miscellaneous steel scope are finalized, unit price protects both parties from designs that are still evolving — the contractor isn't stuck absorbing quantity growth from design development, and the owner isn't paying a padded lump sum contingency for uncertainty that may not materialize.

The connection design process specifically is a common source of late-stage quantity growth on structural steel projects. Many projects delegate final connection design to the fabricator's engineer working within performance criteria, meaning the exact tonnage of continuity plates, doubler plates, and connection material isn't fully known until shop drawings are engineered — often well after a lump sum contract has already been signed based on preliminary connection assumptions. Owners entering a lump sum steel contract before connection design is complete should understand this risk explicitly, since it's one of the more common sources of legitimate quantity growth disputes on an otherwise well-run project.

Quantity Variance Caps & Re-Rating

Most well-drafted unit price contracts don't leave quantity risk fully open-ended for the owner. Instead, they typically include a variance band — commonly something in the range of plus or minus 10 to 20 percent of the tendered quantity for a given line item — within which the contracted unit rate simply applies without further negotiation. If actual quantities move beyond that band in either direction, the contract usually provides for a re-rating discussion, since a rate that made sense for the originally estimated tonnage may no longer reflect the contractor's true cost structure once quantities shift dramatically (mobilization and fixed setup costs, for instance, get spread across more or fewer tons than originally planned).

This matters for both parties to negotiate up front, not after quantities have already shifted. An owner who accepts a unit price contract with no variance cap at all is carrying genuinely unlimited quantity exposure; a contractor who accepts a narrow variance band with no re-rating mechanism beyond it is carrying real risk that a significant design change could leave them executing a large quantity of work at a rate that no longer covers their actual cost. Getting this mechanism right at contract negotiation, rather than leaving it silent, avoids a much harder conversation once real quantities are on the table.

The Common Hybrid Approach

Many structural steel contracts split the difference: lump sum for well-defined primary structure (columns, beams, main bracing, where drawings are final and tonnage is well established), combined with unit price or a separate schedule of rates for items still subject to change — miscellaneous steel, provisional testing scope, or a named-storm preparedness allowance. This hybrid structure concentrates quantity risk exactly where genuine uncertainty exists, rather than applying a blanket approach across an entire steel package with wildly different levels of design certainty.

A well-drafted hybrid contract states explicitly, section by section, which pricing structure governs which part of the BOQ — leaving no ambiguity about whether a given line item is subject to re-measurement or fixed regardless of as-built quantity. This is exactly the kind of clarity a properly structured, section-based BOQ makes easy to state clearly and hard to argue about later.

Payment Application Mechanics

Under a unit price contract, each monthly Application for Payment (typically AIA G702/G703 format) requires a re-measurement: actual quantities installed to date, multiplied by the contracted unit rates. Under lump sum, payment applications instead track percent-complete against the fixed contract sum, usually anchored to a schedule of values derived from the original BOQ sections. Either way, the BOQ's section structure — Supply, Erection, Connections, and so on — is what makes monthly payment applications auditable, since each section can be independently verified against field progress.

A frequent point of friction under lump sum contracts specifically is disagreement over percent-complete for a section that isn't yet finished — is a partially-erected floor of steel 40% or 60% complete? Established, mutually agreed milestone definitions for each BOQ section (e.g. "erection 50% complete" defined as a specific, verifiable physical milestone rather than a subjective estimate) resolve this friction before it becomes a payment dispute, and are worth negotiating into the contract's payment terms up front rather than relying on good faith alone once the project is underway.

Choosing the Right Structure

As a rule of thumb: choose lump sum when drawings are fully coordinated, quantities are well-established, and the owner wants budget certainty. Choose unit price (or the hybrid approach) when the design is still developing, when site conditions carry real quantity uncertainty, or when a fast-track schedule requires steel procurement to begin before every detail is finalized. Whichever structure is chosen, request a rate analysis on key items regardless — visible cost build-up protects both parties from later disputes over whether a rate was fair when it was first quoted.

Ultimately, neither structure is inherently "safer" in the abstract — each simply allocates a specific, identifiable risk to a specific party, and the right choice depends on which party is better positioned to manage that particular risk on that particular project. An owner with a highly design-certain project and a strong desire for budget predictability should lean lump sum; an owner willing to trade some budget certainty for protection against paying an inflated contingency on a still-evolving design should lean unit price or hybrid. Neither choice is a substitute for a clearly itemized, section-by-section BOQ underneath it — the contract structure only works as intended when everyone can see exactly what quantity and rate produced each number in the first place.
