The Core Document Set
A complete structural steel tender package generally includes: Issued-for-Construction drawings, the structural specifications, General Notes & Preambles (scope, method of measurement, inclusions/exclusions), a priced or unpriced Bill of Quantities, Instructions to Bidders, and a Bid Form for the contractor to sign and submit.
Where the BOQ Fits Into the Package
The BOQ is what makes bids comparable. Without a common, itemized BOQ, every bidder prices the project their own way — different scope assumptions, different units, different levels of detail — and the owner ends up comparing apples to oranges. A well-structured BOQ, broken into standard sections (supply, erection, connections, protection, decking/cladding, misc. steel, testing, mobilization), forces every bidder to price the identical scope, which is the entire point of competitive tendering.
